Add rules/FAQ, git repo and social media links to top bar #35

Here is the lainchan top bar for reference:

While we should intentionally avoid having that much in the top bar, I do think we would benefit from having:
[home|rules|faq] [overboards] [boards] [cytube|git][GET|ref|read|booru|twitter|etc.]

This requires no extra features, and we should revert this commit: ab4b6592b5 as the capability is already available using the $config['boards'] array of arrays.

  • Rebuilt new top bar
  • Remove foreign boards code
  • Create and add social media links
